CD provides a basis and strategy for the use of Federal funds granted to Orange County by the Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Solutions Grant (ESG) programs.
Consolidated Plan (ConPlan) FY 2015-20
The County of Orange is embarking on an update to its Five-Year Consolidated Plan, a planning document for the use of HUD funds under the Community Development Block Grant (CDBG), HOME Investment Partnership Act (HOME), and Emergency Solutions Grant (ESG) programs. This plan is used to address housing and community development needs for low and moderate income residents and those with special needs.
The Consolidated Plan will cover the following jurisdictions: County Unincorporated Areas, Aliso Viejo, Brea, Cypress, Dana Point, Laguna Beach, Laguna Hills, Laguna Woods, La Palma, Los Alamitos, Placentia, Seal Beach, Stanton, Villa Park, and Yorba Linda.
You are invited to participate in the Focus Group workshops to provide input on housing and community development issues. Come join fellow housing professionals and service providers to share your housing concerns and comments and help identify and discuss neighborhood needs and priorities. Your input will help us continue with effective programs already in place and to develop new strategies! A series of community meetings are to be held for the community at large.

Consolidated Plan (ConPlan) FY 2010-15
Under Title I of the Housing and Community Development Act of 1974, as amended, Orange County meets the qualifications of an Urban County. The FY 2010-15 Consolidated Plan (CP) is a five year planning document that assesses the Urban County’s community development needs, proposes strategies to address those needs, and identifies specific activities to implement those strategies. Annual Action Plan (AAP)
The Action Plan is an annual update of the Consolidated Plan, it is the product of comprehensive public outreach programs, including participating city community meetings, needs surveys, and consultation with approximately 25 agencies, groups, and organizations involved in the development of affordable housing, and/or provision of services to children, elderly persons, persons with disabilities, persons with HIV/AIDS and their families, and homeless persons. A complete draft of the Annual Action Plan is available for public review and comments for a 30-day period beginning in March each year.

Consolidated Annual Performance and Evaluation Report (CAPER)
The CAPER is an annual assessment report that identifies the Urban County of Orange’s overall housing and community development accomplishments in meeting the five-year Consolidated Plan strategy that establishes priorities for addressing the identified housing and community development needs. The County is required to provide the public and HUD with an assessment of its accomplishments utilizing federal funds each year.
